I happen to have a decrypted copy of Pokédex for iOS. It does not have any of the Gen 1-4 Pokemon though. Also, I believe there's another game called ポケモン言えTAP？(Pokémon Say Tap?) that was Japanese only and the IPA is nowhere to be found, although the APK can be found.
