Sorry, I don't really have an IPA, but..
If you have already played the game, you can find it in the purchased section of the appstore. From there, you can tap on Get and you can download the last compatible version of the app.
If not, use iTunes 12.6.2 or older, sync your Apple ID and download the app from there. Then, it will appear in your purchased section of the appstore and you can download the last compatible version of the app.

It needs to be iTunes 12.6.5.3, Apple recently broke the App Store on older versions, and newer versions don't have it.
